Revised guidance November 15, 2023.

The Fiscal Year 2024 budget allocates $10 million in funding to the New Jersey Higher Education Student Assistance Authority (HESAA) to administer $3,000 stipends to students in approved Educator Preparation Programs (EPPs). Stipends may be used to pay for living expenses while clinical interns participate in the full-time semester of clinical practice.

Eligibility

To qualify for a stipend, a clinical intern must:

  • Be a New Jersey resident for not less than 12 consecutive months immediately prior to the academic period for which the student is receiving the stipend;
  • Be enrolled in a certificate of eligibility with advanced standing (CEAS) EPP at a four-year New Jersey college or university.
  • Be enrolled in a bachelor’s degree program, a joint bachelor’s/master’s degree program, a post-baccalaureate program, or a stand-alone master’s degree program while completing a CEAS EPP.
  • Be participating in the full-time semester of clinical practice;
  • Be placed by their EPP full-time clinical practice at a New Jersey public school operated by a school district; a charter school, renaissance school project, Approved Private School for Students with Disabilities established pursuant to P.L.1995, c.426 (C.18A:36A-1 et seq.); in a New Jersey private school; an out of state school within the United States; or in an international study abroad clinical practice; and
  • Be in good academic standing, as defined by the college or university that administers the EPP.

Clinical interns are eligible to receive a stipend under the program during the full-time semester of the clinical practice for a maximum of one (1) academic semester.

Information for Clinical Interns

HESAA will award funding to clinical interns who remain enrolled in full-time clinical practice through a New Jersey CEAS EPP after your institution’s add/drop deadline. Clinical interns do not need to submit an application – your field director at your EPP will submit your name to HESAA if you are eligible and the funds will be applied to your term bill account at your college or university.

The stipend will be paid directly to your school. In the event you have an outstanding balance on your term bill account by the dates listed above, including if you have a payment plan, your stipend might be applied to this balance rather than issued to you as a direct refund. Institutions are strongly encouraged to issue stipends as refund checks even if students have an outstanding balance. Please reach out to your college’s student accounts or Bursar’s office with any questions regarding the refunding of your stipend.

Payments will be disbursed to schools:

  • Spring 2024 semester: March 2024

Soon after this timeframe, the institution will apply the award to the student’s account. Timing may vary by school.

For questions about your eligibility, please contact the EPP field director at your college or university.

If you have additional questions about this program, please contact HESAA’s Customer Care Team at 609-584-4480.
