NEW JERSEY HIGHER EDUCATION STUDENT ASSISTANCE AUTHORITY(HESAA)

REQUEST FOR PROPOSAL FOR AUDITING SERVICES

The purpose of this Request For Proposals ("RFP") is to solicit proposals from qualified accounting firms to act as the independent auditor for the New Jersey Higher Education Student Assistance Authority("HESAA" or "Authority") which is a public body corporate and politic which is "in but not of" the Department of State of the State of New Jersey and an instrumentality of the State. Under the provisions of Governor McGreevey's Executive Order 122 and HESAA's bond indentures, the Authority requires annual financial audits of its funds and accounts that are not recorded on the State's accounting system, including separate financial and compliance audits for its Student Loan Revenue Bond issues used to fund loans originated pursuant to the New Jersey College Loans to Assist State Students (NJCLASS) loan program, other HESAA programs and funds, and the New Jersey World Trade Center Scholarship Fund. In addition, the independent auditor will be required to provide the Agreed Upon Procedure (AUP) review for HESAA's annual bond transactions. The Authority must receive proposals no later than 4:00 pm on February 17, 2021.
